Housing Forward leads data collection and evaluation for the homeless response system in Dallas and Collin Counties through specific programs. One way we share the data and evaluation for our homeless response system is through our annual State of Homelessness Address.
2025 State of Homelessness Address
Housing Forward, on behalf of the All Neighbors Coalition, hosted the annual State of Homelessness Address on May 20th, where they announced a fourth consecutive year of sustained decreases in homelessness in Dallas and Collin counties.
During the address, Housing Forward President & CEO Sarah Kahn announced an effective end to street homelessness in Downtown, meaning no one is living or sleeping on the streets of Downtown, and pathways off the street will be immediately activated for anyone new through dynamic, multidisciplinary response teams.
“Downtown provides a proof point for how we can effectively end street homelessness incrementally across Dallas and Collin counties,” Kahn said. “It shows that our community does not have to choose between compassionately solving homelessness and managing public health and safety. We can do both. We have done both. And we will continue to do both.”

Once a year, along with communities across the country, we take a census of our unhoused neighbors. The Point-in-Time (PIT) count, a requirement under Federal Law, helps communities understand the extent of homelessness, changing trends, and the measure of their success. In Dallas and Collin Counties, everybody counts.
