R.E.A.L. Time Rehousing Initiative began in October of 2021 and initially aimed to rehouse over 2,700 individuals experiencing homelessness. Housing Forward is administering and leading the strategy for the R.E.A.L. Time Rehousing program. We leveraged federal dollars and housing vouchers from the American Rescue Plan Act and collected private funding for a total commitment of $72 million. 

These funds went to work to quickly rehouse our neighbors through Rapid Rehousing, utilizing temporary and, in some cases, permanent subsidies. The original initiative allowed our homeless response system to add additional capacity in the following ways:

  • Increasing Case Manager positions across our system so that neighbors had supportive services immediately available to them
  • The addition of a Landlord Engagement Team who could find available units with landlords willing to accept housing vouchers to increase housing placements
  • The addition of Encampment Decommissioning, where we engage neighbors living in encampments and immediately connect them to housing and supportive services to end their experience with homelessness.

The added capacity and focused strategy of rehousing our most vulnerable neighbors living unsheltered are producing results. Our 2023 Point-in-Time (PIT) count showed a dramatic 32% decrease in Chronic Homelessness and a 14% decrease in unsheltered homelessness. Through the success of this program, we have also increased funding to our community. We have secured $1.25 million from Day One Families Fund, $22.8 million from a new HUD unsheltered funding opportunity, and increased our annual HUD funding by 20% for a yearly investment of $22 million. We know we can make significant progress toward ending homelessness by combining these new resources into our successful R.E.A.L. Time Rehousing model. 

With these new resources, the All Neighbors Coalition has expanded the original goal and will serve 6,000 individuals and families by 2025. Under this expanded initiative and with the use of new funding, we will sustain our growth in Rapid Rehousing while increasing the availability of additional pathways out of homelessness with Permanent Supportive Housing for people experiencing Chronic homelessness, and Diversion interventions, which brings housing to the front door of our system, helping households avoid shelters stays and immediately resolve their housing crisis. 

R.E.A.L. Time Rehousing continues to rely on support from our private and philanthropic community for flexible funds to ensure we can remove all barriers to housing. Housing Forward administers the Flex Fund program, which eliminates those one-time fees such as application fees, security deposits, and pet deposits so that we can end a person’s homelessness. The Flex Fund also ensures that our neighbors move into a home with the basic furniture and items needed to make a house a home.
